When clicking on Work Offline in FD, the connection in Internet Explorer will be affected as well.

Yes, you are correct  . This is an IE issue - because the embedded IE shares several of the same libraries and settings as regular IE, any changes you make to the Online/Offline setting of one are carried over to the other.
