i install the application (3.0.540) but it did nothing.there is nothing in my outlook.i'm using vista SP1(UAC deactivated) and kaspersky IS 2010 and office 2007 SP1(anything else needed?).here is the report.(i re-install and repair it too.)

Outlook is blocking it from loading (Load Behavior 3 in your report). This can happen for any number of reasons.
Try re-enabling it by going to Tools > Trust Center, Click Add-ins on the left. At the bottom use the dropdown list to "Manage" Disabled Items. NewsGator should be listed, select it and click the Enable button.
